Dave, I don't have a personal knowledge of the laws concerning the
collecting of native fishes in PA, but I have a friend who collects
natives and he should know.  

If I don't see an answer to your question by tomorrow (Friday) night,
I'll ask him as I will be seeing him on Sat.
