it is a nasty type of blue green algae a very simple type biologically
speaking and caused by a exceesive nitrites. 

Two things to do 

one is sample your tap water .....youd be surprised how much nitrites
come in that way 

two is do some serious water changes.

good luck it can be a problematic beast to deal with !
