UPPER MISSISSIPPI RIVER NAVIGATION STUDY SCANDAL UPDATE

The National Academy of Sciences recently released its findings from 
its independent review of the U.S. Army Corps of Engineers' Upper 
Mississippi River Navigation Study.  The report criticized the Corps 
for overestimating the demand for more barges on the Upper 
Mississippi and for underestimating the environmental impacts of 
increasing barge traffic.  

The NAS study is one of several investigations that followed the 
filing of a whistleblower complaint by a Corps economist on the study 
charging that Corps economists were ordered to cook the books to 
justify the $1.2 billion lock expansion project.  The complaint 
resulted in numerous investigations, including an investigation by 
the Office of Special Counsel and the Army's Inspector General that 
substantiated many of Sweeney's claims.

A MESSAGE FROM FRIENDS OF CLEAR CREEK, TX

Clear Creek Flood Control Project Scoping Meeting/Public Hearing will 
be held at 7p.m. on March 15 in the Friendswood High School 
Auditorium.  The Army Corps of Engineers' Clear Creek flood control 
project is currently being restudied, and residents of the Clear 
Creek area as well as Galveston, Harris and Brazoria County residents 
are being asked to submit their comments on the project.

GREEN SCISSORS 2001 REPORT RELEASED 

Friends of the Earth, Taxpayers for Common Sense, and U.S. Public 
Interest Research Group have released the Green Scissors 2001 report, 
highlighting  74 federal programs whose elimination could protect the 
environment and save taxpayers $55 billion.  14 of these projects and 
programs entail wasteful spending and operations by the Army Corps of 
Engineers. 

On March 9-11, Green Scissors partner organizations sponsored a Green 
Scissors conference in Washington, DC.  The conference focused on 
wasteful spending on land and water transportation projects and 
programs, with a specific focus on Corps Reform issues.
