Use an outdoor container that gets sunlight or at least bright shade. Add a
couple of small feeder goldfish (or other outdoor fish for your climate),
and feed them well. The water usually will turn green, soon.

The goldfish eat any Daphnia or Ostracods that accidentally get hauled in by
birds or nets.

I like to seed the container with a known-good culture from friends in the
hobby, but birds or the wind will likely get yours started if you don't have
one that is good.
