IME what you are describing is a medium that is too thin.

Firstly, do you cook the oatmeal?  Cooking seems to help create a "gooey"
layer that supports a better culture and also lets them crawl up the sides.

Secondly, use less water and add a little sugar.  The sugar provides better
yeast growth.
