Decapsulating  brine shrimp eggs with bleach removes the hard outer shell
and is used to lessen the time it takes to hatch the shrimp and it increases
the hatch. But unless you really like to "putts" or have extremely low grade
eggs, it is probably not worth the effort. Most people still try to hatch
the eggs that  have been decapsulated  or you can feed the decapsulated
eggs.

Baby brine shrimp can be grown into adult form if you have a large shallow
pan with good aeration. You can grow some shrimp to adulthood. They are
filter feeders and there are many foods you can feed. You won't end up with
a great amount however.
