So, don't use anything. Just a layer of peat moss sufficient to hid the eggs 
is all that's needed. They will lay eggs on the bare bottom of the tank, or 
on/in the gravel or wherever they fall. All you need is some way to keep the 
adults from finding them easily to keep them from eating them. I can collect 
eggs from the bare bottom of a plastic shoe box, but there will never be more 
than a few, so I collect a few every day until I get chance to set them up in 
a tank with either peat of greensand on the bottom. Then I don't have to 
collect them every day. Same procedure works for the S.A. annuals that don't 
require depth. So it works for most smaller 
Cynolebias/Simpsonichthys/Leptoplebias. It is my early on method of making 
sure the next generation has some promise of continuence, because now I have 
a known number of eggs and I can check them for viability before putting them 
away. It is easy to do, only takes a few minutes with a flashlight under the 
plastic box and a pipette/dropper to remove them. If you don't see any, swish 
the Java moss around a bit and usually 5 or 6 will fall out.
