No you can't.  They are activated by a reaction with oxygen.  Once they burn up the energy, they are no good.  Best thing to do, if you really need to use heat packs (especially this time of year) is to buy bulk boxes of them.  When shipping fish, use a styrofoam box.  Tape the heat pack to the lid or wrap it in newspaper.  this helps a lot.  If you use a standard fish shipping box (like a 1/2" thick box)  with a heat pack in it,  depending on what your shipping, the fish will probably be able to withstand 30 degree celsius temp. for about 12 hrs.  But, that is an extreme.
