Pop-Eye is an external symptom of an internal infection. If caused by a
virus, it may be incurable. If by bacteria, it might be helped by
antibiotics, but not likely. It is very hard to get enough antibiotic to the
*inside* of the fish, when things have gone this far. The cure is deadlier
than the disease.

PS I *have* cured mild cases with just diligent water changes and careful
attention to low-stress, high quality living conditions. I never have had
much luck with medications, though.
