I had the same problem.  First, stop the brine shrimp.  Go to microworms or
grindle worms if you have to feed fry.  Second, I tried a copper base stuff
for flukes, Ick,etc called Coppersafe(by freshwater --Mardel  laboratories
Inc).  I did this because copper(we used to put a dozen shiny pennies in the
tank for hydra) does kill hydra.  The Copper safe worked in about a week
with cessation of brine shrimp.  If you have snails, it'll kill them first.
Go slow and it shouldn't hurt the fish.  Change out the water after you see
the hydra starting to shrivel in about 4-5 days.  Maybe someone has some
newer remedy, and If so I'll be waiting to see it show up.
