Advice for my fishroom

Hi guys.
 Just want to thank all of you for all the advice and help i've
recieved from you all in the past. I need some help. I am going to
build a fish room in my garage and i'mm going to use 10 gallon tanks
because their cheap and i can stack them pretty well and maximise my
space. 1st any suggestions on building the rack? should i use concrete
blocks and 2x4's? or should i go with a wooden rack? and lastly any
ideas on an inexpensive way to get a blower? ive heard about using
compressors and hospital air generators and that i can get them very
cheaply. The question is where? i looked at some prices and I said
whooo! id like to keep my costs down. Any help[ would be greatly
appreciated.
