Mix cider vinegar with water, ratio 1:1 to 1:5 vinegar to water, depends
on who you ask.  Chop up some apple and drop in, no skin, and add
starter.  Will probably take several weeks to get going and some of the
guys have little secrets they swear by like adding a pinch of yeast or
sugar, but the basic does work.  To harvest, go to the grocery store,
buy some scrubbers for teflon, usuall green and are in flat pads usually
about 4x6 and 3/8 thick.  They look like flat, fat, green steel wool. 
cut into triangle shapes, put wide end in the culture and put the lid on
the thin end so it does not fall in.  When you need eels, remove the
pad, let it drip into the jar, then squeeze into jar.  Dip into a
container with water and swirl around, let it drip into that and then
put back into the culture.  If you hold the container up to the light
you can see em all tryin to swim somewhere, in a hurry goin nowhere. 
Use an eyedropper to put some in with fry.
