Shipping from the US to Canada

I'd like to know what experiences people have had shipping to Canada
from the US.  Are there any cheap but reliable methods?  Commercial
shippers ship airport to airport, which is pretty expensive ($75?)
unless one is buying a lot of fish - more than I have room for anyway!
Is there an inexpensive way of shipping e.g. a few pairs of killies
that is at least 95% likely for them to arrive in good shape?  During
which months would it be 'safe' to ship to Toronto?

I've been told that there are no restrictions on shipping tropical fish
species to Canada, aside from CITES.
