BTW, what level is the treasury at?  In my short year and a half as a
member, I don't recall seeing any financial reporting of any type.  Is this
information published in the BNL or a separate mailing or not at all?

It's not clear from the By-Laws if the Treasurer (Financial Committee
Chair) is required to report fiscal reports to anyone beyond the BOT.
