I've been decapsulating Brine Shrimp eggs with good success using the
following formula.
         1.) Soak 1 tea spoon of Brine Shrimp eggs in three oz. of cold
water, for 1 hour, to rehydrate them.
         2.)  After the eggs have rehydrated add 2 oz. of bleach to the
water and eggs and stir  for 3 to 5 minutes.  You will see the eggs change
color from brown to grey to gold.  When your mixture has turned golden in
color you are done.  ( this never takes me more than 5 min.  Just remember
to keep stirring.) I use a ball jelly jar.  It already has the ounce
markings on the side.
         3.)  pour the decapsulated eggs through a brine shrimp net and
gently rinse with cool water until there is no smell of bleach left.
         4.)  Next prepare a mixture of one cup cool water and one table
spoon of white vinegar.  Use a low wide mouth jar ( the kind that salsa
comes in ) so that you can just drape the net over the top and let the eggs
soak for a minute or so.  This will neutralize any leftover bleach.
         5.) Now place your eggs in salt water and hatch the way you
normally would. ( I use the inverted soda bottle method with full strength
sea water and it seems to work well).
