The other fish are closely related and should have similar oxygen demands
and similar methods of dealing with low oxygen.  I would suspect they would
all be at the surface.

To me the fish looks diseased.  Maybe it's coming down with a case of velvet
or something else.  It's gills look inflamed.  I would keep your killies in
their own tanks if you are serious about breeding them.

Yeah, it looks like oxygen starvation to me. I'd do a water test. The other
fish probably have lower oxygen demands or have adapted over a longer
period. Cloudy water generally isn't a good sign.
