Thanks much Lawrence, I think you're right. For some reason I was
worried it might be a predator, good to know it feeds on plants.

It appears to be a larval dipteran, probably family Ptychopteridae
(phantom crane flies). I can't see all the characters I would need to
make a firm identification in the photo. They occur in rivers, where
they burrow in the bottom. They feed on aquatic plants.
