You can also use APR ( Artificial Plankton Rotifer) indoors or out.

I now think the rain water is not inhibiting the growth green water, but my tap water is. That may be related to the slight blue deposit in my seldom used guest bathroom under the sink and bath tub spigot. COpper may be the culprit. Time to get a copper test kit.
