Why aren't they the same? If not the same? why not drop the latter?

I'll answer this one. The company who kindly hosts killietalk for us
recently installed a new mail server and upgraded the list program
(Mailman). We are still finding some things that have to adjusted,
including links to archives, etc., as paths were changed. We enter the
footer information that you are seeing. I prefer to point to the
information page for archives, so that people get the chance to review
what killietalk is about, and to give them the ability to read the
rules. It appears that the program automatically puts in a header too,
for the digest format, because we haven't put in a header for either
format. I think this duplication is the least of our worries on
killietalk. Wouldn't you agree?
