The no-liquids rules preclude carrying them on as hand luggage. I have 
had no problems in checked baggage.

I have a small styro with fitted cardboard box that fits inside my 
checked suitcase. Using breather bags I can get a LOT of fish in it. I 
use a larger (liner breather) bag as secondary protection inside the 
styro, and I tape the lid on the styro. I tape the breather bags to 
sheets of cardboard or plastic canvas, so they can be flatter (I HATE 
golf-ball style breathers) and still not move around too much. Checking 
this through has worked on flights for Convention, WCW, WAKO and a trip 
to Singapore, all since the tougher rules came into effect.
