Bruce,

you won't be able to carry fish in your cabin carry no bag. Put them in 
a styro and pack that in your checked luggage. Just check the bag in the 
usual way. It will be put through the X-ray machine by the homeland 
security people but in my experience that doesn't case a problem. It is 
very useful to use breathable bags for this, as the resulting box is 
much smaller.
