I don't know about in the USA but in Canada, Agriculture Canada regard peat
as "soil" and the importation of soil is not permitted. So, by declaring the
material as "peat" one would be inviting them to either confiscate the
material and incinerate it, or fumigate it and send it on. In either case
the eggs are destroyed.
