I have experienced problems with the window clerks and local postmaster and came up with a solution that only applies to shipments within the USA.

The locals seem to have power but they do not.

Go to the USPS website and get the telephone number of your regional office of Expedited Services and make your case with them. Assure them you are familiar with the regulations covering cold blooded animals shipping, describe your method of packing fish and you should get their blessing. They will over-ride all local decisions in an e-mail to the local post master and to you if you request so. Then you may print copies to refresh the memories of the locals when you go to ship.

I hope this advice helps remove any obstacle the local bureaucrats have previously imposed on you.
