As Tom said customs does not care as long as you pay import duties if
applicable.  If you receive a call from Fish and Wildlife asking if you were
expecting a shipment of eggs it is best to say no.  Unless you agree to
accept the shipment you will not be fined.  The shipment will be destroyed
but it is much cheaper.  I did not discover this loophole until it was too
late.   I also have the import export license and our airport is a pot of
entry.  It usually takes about 4 hours as customs is on the opposite side of
the airport from Fish and Wildlife.  When I am through with the system it
usually cost me about $100 in fees.  There are customs duties and a terminal
fee on top of the $55 inspection fee.  Everybody seems to have figured out a
way of making money on a shipment.

   I have just renewed my importation permit and the price is now $100.
Each shipment costs $55 for inspection and most locations I use for Fish &
Wildlife require a minimum 48 hour notice that you will be coming through.
If you import wild fish and cannot go to certain specified ports of entry -
you must obtain a Port Exception Permit - which cost you an additional $100
and prove you meet their criteria (undue hardship/costs - certain education
criteria - couple other options)

   There is really no need for a lawyer to research this issue - it is very
plain and clear, according to F&WS regulations - you may NOT import any form
of wildlife without a permit. U.S. Customs has no real say in this area.
This includes walking across the border with 1 pair of guppies ( I know from
experience - I live on the Canadian border).  Some F&WS inspectors are
lenient and it depends on your relationship with them, but please don't
misunderstand - F&WS will bust you if they decide to.
