I just received my JAKA yesterday in Minnesota.  As a former editor of a club magazine, I have seen these delivery issues many times.  Bulk mail is always sorted by zip code, but when they are delivered is entirely at the local carrier's option.  If they have a heavy load, they wait until another day to deliver printed matter or other bulk mailings, so that explains the variable delivery dates we are seeing.  I don't think it is worth the added expense to mail in an envelope or go to first class.  My tabs were also broken by the way, so I think better tabs are in order.
