I also see no basis for doing this if one is hatching in a conventional 
manner in brine. However, there is a basis if one is decapsulating the 
eggs. The preliminary soak in fresh water, which should not be much more 
that 30 minutes or so, wets the chorion (i.e. "the shell") and 
accelerates the decapsulating action of the Clorox.

Perhaps there has been a leap of faith here, but I don't think 
pre-wetting is necessary for conventional hatching.
