Paramount Aquarium in NY, Beldts Aquarium of St. Louis.Paradise Aquarium of 
Mass., and many more very old and reliable Aquarists have used hot water and 
or steam pipes to heat their fish rooms.
Jeff Kukleham of Indianapolis used a water heater to heat his tanks the 
water was run through pipes that were hitched up to a thermostat that turned 
on the water pump. The system worked very well for him and it was the Co. 
that he worked for that shut his fish room down by giving him a promotion 
and paying for his move. I my self used a similar system when in Boston 
where we had Edison steam lines coming into the house. If hitched up to a 
thermostat that controls the pump works right it does a fine job.
The pipes go under the tanks and are insulated on the bottom so you have 
tank, heat pipes and insulation.
Some of the above places that had concrete vats had the pipes running 
through them in the bottom of the tank's concrete.
