Jason,

Chicken egg incubators from the local feed store are often very 
inexpensive. May be a bit big for an apartment, tho.

Invest in a very low Wattage (25W?) heater with a thermostat. Immerse it 
in a jar of fine sand, and put that in a styro with a tiny hole/slot for 
the electric cord. Should work as well as the commercial ones. Build 
shelves with plastic mesh or wire screen (to allow air circulation), so 
the bags are not suffocating each other. [Yes, they do breathe unless 
you make the mistake of using freezer bags.]

In a pinch, I have used the space on top of the refrigerator. In winter, 
it tends to be the warmest and steadiest temperature in the house. Put a 
thermometer up there and check it for a few days. It is also a nice 
place to water incubate eggs.

There is no universal correct temperature for all species, but the ones 
you mention should develop quickly at about 78F, but not so fast as to 
cause belly sliders..
