There is no doubt in my mind that a proper air exchanger is the best way 
to control humidity without excessive heat loss. However, in an 
apartment, especially if it is rented, you may have a problem. Air 
exchangers have to have an air intake and an air outlet on an outside 
wall. Air is drawn into the room from the outside and, obviously enough, 
expelled to the outside. The exchanged air passes over an air-to-air 
heat exchanger, which is how the heat in the room is conserved.

The second drawback is cost. I have a large fishroom in a dedicated 
building. The unit I have cost almost $1000 when installation costs were 
included. However, it made a dramatic difference in humidity. The unit 
can be set to maintain humidity at a target level. I use about 60%. 
Before I installed it, as winter came on, water was literally running 
down the glass of the entry door and mold was beginning to appear on the 
upper parts of the walls. Once installed, the unit cured both problems 
instantly.
