For making notes on tanks I'm a big fan of Sharpie Paint Pens.  They come in
dozens of opaque colors with several tip sizes and the best part is their
solvent is alcohol so they don't stink of petroleum and they wipe of easily
with a little alcohol.

I use a dymo label maker to label my tanks - Black tape and white  print.
