For us at the store, the issue is not so much the chlorine but the ammonia
from the chloramines. Water in that area uses chloramines and not just
chlorine. We use Amquel on carbon filtered water on every water change
(often 99% changes) and do just fine. The Amquel takes out the ammonia
instantly and the fishies are fine ALL THE TIME.
We had a customer with a 2 foot 10 year old arrowana. The Petsmart across
the street sold him a simple dechlorinator. He did a 90 % water change and
came to us the next day with a dieing arrowana. We tested his water and the
ammonia was 7 ppm. The arrowana died within the hour.
I've run some tests on customers who come in with high ammomia in their
water samples (say over 3ppm). I ad a drop of Amquel and its "gone in 60
seconds".

I generally use dechlorinator when setting up a new tank (no matter how long
I plan it to stand empty) or do a massive water change. I do not use
dechlorinator for topping off or small changes, as I think a small amount of
chlorine/chloramine would readily react with the organics in my tanks. For
people with sanitary tanks, this doesn't apply!
