I generally use dechlorinator when setting up a new tank (no matter how long 
I plan it to stand empty) or do a massive water change. I do not use 
dechlorinator for topping off or small changes, as I think a small amount of 
chlorine/chloramine would readily react with the organics in my tanks. For 
people with  sanitary tanks, this doesn't apply!
