Jeff, this is a common problem and the Nothobranchius rachovii is truly a 
gorgeous fish. Eggs in peat can be tricky and the conditions to which they 
are exposed in being mailed from overseas can be damaging. Your odds will 
improve with stateside eggs and, preferably a direct "hand off" from a 
reputable killifish breeder.

Consider joining the AKA which will immediately connect you with most of the 
serious killifish hobbyists in the US and a source of the eggs. Affiliate 
killifish clubs are scattered about the USA. Direct contact with 
knowledgeable killifish breeders will be a tremendous help  as one attends 
meetings and discusses killies and trade or give fish and eggs to one 
another. Oh yes, every new member is given a packet of material including a 
wonderful  book on breeding killifish that is worth the membership alone.

By the way, membership in the AKA also gives one a monthly Business News 
Letter which includes a Fish and Egg Listing of killifish, so one has access 
to fish and eggs all over the country. Give it some thought and consider 
becoming a member of the AKA. Go to the website for info at:
