I never had hydra in my hard water killi tanks. When I moved to WA, and had very soft water from the tap, hydra showed up when I got some plants in a killi club auction.
Wiped it out with Fluke-Tabs from the local pet shop.
But, its pretty clear they'll travel on plants and I'd suggest people keep getting hydra because they don't treat tanks that don't appear to have it. My guess is the hydra can last awhile without feeding.
Plus we feed enormous amounts of brine shrimp (relatively speaking) so even a few hydra and soon you'll have plenty.
