Good post..no, great post.  There were a couple things I wanted to respond
to so I'll snip them out and do so.  You said,

I think the answer is both... and more.  I've noticed that often ideas are
presented as an either/or option (intentionally or not) when in fact it
doesn't need to be so. 

You also said,
"Why reinvent the wheel when there is already a fish auction site that gets
a lot of traffic?"

If trying to imitate Aquabid, I would tend to agree.  Why reinvent?  But if
it could be done better or serve some other purposes, then it may be worth
the effort.  For example, if it is limited to AKA members, it may be seen as
a membership perk and also encourage membership.  I can also imagine some
folks who would want to limit their offerings to the hands of people who
have a higher level of dedication to maintaining the species (as indicated
by their membership).  I would be reluctant to release my "breeding efforts"
in to the hands of a chronic fish killer. 

I'm not presenting these thoughts as the be all and end all solution, but
I'm hoping some further input will stir the pot and hopefully a good
solution will rise to the top.
