It depends on the size. Obviously sending a fewer number of issues without
increasing the size of each issue reduces the postage. However at a 33%
reduction number of total pages per year, if the size is kept constant, there is a 33%
reduction in information. If the size of the four issues is increased by the
number of pages to retain the same amount of content, then the postage goes
up. The amount of the increase in postage is not necessarily the same as the
increase in pages -- due to a step wise postage limit and the effect of fewer
cover pages/content. Food for thought, however, and controversy, I am certain.
