Hi Henry,
 
You might try putting each pair in a separate tank. You might have some egg  
eating by the second pair. The males may be spending more time chasing each  
other rather than mating. Try a bottom mop in each tank may produce some eggs  
for you also. Partial water changes each week may also help.
