I use the "waste" water for most of my killies. With my tap water that means 
I bump up the TDS from 200 to 220 ppm at the most. The tap water varies from 
180 to 240 depending on how much rain we have. The carbon block will take out 
the chlorine, the RO membrane does not. If the carbon is before the membrane 
then both exit streams will be dechlorinated until the carbon is saturated. I 
blend back with the waste water to restore an intermediate TDS for those few 
fish that need 80 ppm or so.
