You can open the file in any text editor, but it won't look pretty. It 
is comma delimited data, meaning individual pieces such as AKA #, first 
name, last name, and so on are separated by commas. Spreadsheets like 
Excel insert each piece into the appropriate column. You could try 
downloading Microsoft's Excel viewer, which allows you to view the data.

There are also some free spreadsheets available. Try Googling "free 
spreadsheet Windows".
