The cyanobacteria (Anabaena azollae and others) are inside the plant and pose no threat whatsoever to tank aesthetics.  The plant would, like any other, help fight algae, both through nutrient competition and shading.  

Having had azolla in my display tank for many months, I found it to be rather dependent on high light. Good airflow seems important to it, as well - this was the first time I'd had it any lenght of time without it rotting as previously described.  Open topped tank with CF or MH lights?  I say go for it.  Typical killie tank?  No way it would survive.
