I don't know the guy, but I have heard of Peninsula Hatchery.  I believe Tanner West (rarefishatlax on aquabid) is tied in with the hatchery.  Anyways, they do have a huge selection of rarer far eastern fish from the Thialand/indonesia area, and they have contacts with many well known collecters that love to collect in that area.  I don't know if somebody branched out and went to Africa, but it does seem possible.  Several new species of rainbowfish, bettas, and gudgeons have been distributed mainly because of the collectors and Peninsula Hatchery...perhaps now they've branched out to killies...
