Currently I run an 8' by 11' room with a 30" by 20" southwest facing window.
The room light consists of a double 4' florescent in the ceiling. I keep
real plants in all but the big cichlid tanks; Java moss, Java fern, anubias,
crypts and many others.

The top shelve of tanks hove no lights, mainly cichlids and big killies.
The lower shelves have single florescent tubes, typically cool white. 
The bottom most shelves have double four foots cool/warm white combinations.

The center piece tank has four, four foots tubes, high grade lighting on
this tank as I grow my large sword plants in it.

I have all by two lights on a hardwired timer, set for 12 to 14 hours
depending on time of year. The lights come on at just after noon and off
about 1:00 AM. That way they are on when I am home and working in the room.

I have found that it is not some the number of watts but the wave length and
duration that count. Another consideration that is not often taking into
account is the colour and reflectivity of your fish room wall, I use high
gloss white for the walls and the underside of all shelves.

Sometimes I get a bit more algae on the front glass than some people like
but the fish don't mind.

I am curious as to what everyone does concerning lighting in their fishroom.
I have a room 10' x 13' with 85 tanks in it. We are using three shop lights
mounted to the ceiling and a few tanks have lights on above them as well.
There is a windows in the room but I have it closed with a piece of
styrofoam because of the tanks below  it used to get over-run with algae. My
questions are: Do you have your lights on timers? If so how long do you have
them on during the day? Do you let your fishroom get dark at night or do you
leave a light on somewhere in the room?
