Sandy, that's close to what I do when I decap bs cysts.

I soak the cysts first in a couple of ounce of water, in my inverted pop 
bottle hatcher, with bubbling.
Add the Clorox (plain, no lemon scent or anything like that).
Bubble vigorously until the eggs turn bright orange. That should take 
about 5-6 mins, but can vary depending on the source of cysts. The color 
change usually occurs quite abruptly.
Strain the decaped cysts through a handkerchief. Avoid nylon nets. The 
Clorox with rot them.
Rinse several times with fresh water to remove the Clorox.
Hatch in your usual brine.
