I  have certainly found recently that tap water with 1-2 ppm  
chlorine/choramine has totally changed the way they develop. Try it.  Change 
to 
dechlorinated (not tank water) after a couple days.

While I'm sure it works, I'm looking at the level of effort involved.   I 
collect eggs several times per week.  If I were to start each collection  in 
chlorinated water and then transfer it to dechlorinated water, the number of  
specially labeled containers with eggs in them and what kind of water, etc... is  
really a pain.  It gets to the point where you ask "is it worth it to keep  
this species?"
