Charlie:

I would try a low wattage aquarium thermostat and heater barred in 
about four inches of sand on the bottom of a small ice chest.  Cut a 
notch for the cord at the top back, just under the top.  Set the 
thermostat to the desired temperature and place the eggs in small 
plastic bags stored in small plastic boxes.  This is all stuff found 
in most fish-keepers garages.

I haven't tried this, but it works well for fish tanks.  The sand 
will just take a little longer then water to react to a change in temperature.
