Andy,
I've seen some disasters with plumbing and tanks in apartments.I'd be leery 
of a plumbed system in an apt.  I think the main "cost" of apartment 
killiekeeping is in time - I kept 8 tanks in a study for a long time and 
carried a lot of 5 gallon buckets back and forth. It was still fun, and it 
kept me fit...
