Don,

To be frank I think this is an ideal kind of message to post on the 
Policies and Procedures forum on the web site. It is a question that can 
only be answered by the BOT. I'd be pleased if you would repost it 
there. You will need to log on first.

And, before I get a lot of rabid responses, no I am not trying to 
squelch discussion. This is not a discussion item, it is a question 
about procedure.
