I think so. At least the exit water tests negative for about 6 months and 
then starts to show a slight color (OTO test). This test is supposed to respond 
to both free chlorine and combined chlorine as in chloramine. See

It is difficult to find a test kit in the stores anymore. This one works fine 
for me. I think I am on my third refill. I test regularly.
