What John says is true. You need to declare them and to have the
inspected by US F&WL Service. It is the prerogative of that inspector to
wve the inspection if they wish to do so. The best thing you can do is
to call the inspectors working the proposed port of entry and discuss
the matter with them. Don't depend on the advice of other hobbyists,
talk to the people charged with this responsibility.
The one bit of advice that you should listen to is what John also said -
DO NOT be tempted to sneak them in. If the person were caught they could
be prosecuted.
