Okay. Yes, the Blue Gularis is likely the cause of the loss of your neons.  
Serpae tetras are (IMHO) major fin nippers, and the most likely cause of the 
fin  loss. Zebra danios also nip, but less (again IMHO) than Serpaes (had both 
in my  general aquarium society BAP days). The finnage should grow back, but 
maybe not  as pretty as it originally was.  Carolyn
